The Center for Program and Policy Evaluation (CPPE) has been established in 2004 by expert's team in order to promote and to apply the progressive methods of performance evaluation, results and outcomes evaluation of the public policies and measures implementation, and regulatory impact assessment.

The third session of the City Evaluation Colloquium On May 18, 2006 the third session of the City Colloquium "Program and Policy Evaluation: Methodology and Application" (under the direction of Dr. Tsygankov) took place. The theme was "Indicators of social-economical development as an instrument of municipal programs and policy evaluation"
