The Center for Program and Policy Evaluation (CPPE) has been established in 2004 by expert's team in order to promote and to apply the progressive methods of performance evaluation, results and outcomes evaluation of the public policies and measures implementation, and regulatory impact assessment.

CPPE experts took part in the session of Public Chamber working group on Technical regulation On July 29, 2008. Daniel Tsygankov, CPPE Head, and Alexander Belyaev, CPPE Deputy Head, took part in the first session of Public Chamber working group on technical regulation.
Besides Public Chamber members the representatives of Russian Union of Industrialists and Entrepreneurs, Chamber of Commerce and Industry, heads of scientific and public organizations, and business representatives took part in the meeting. Daniel Tsygankov delivered an analytical paper prepared by CPPE for the session. In particular in this paper it is stated that monitoring and regulatory assessment of technical regulation must rest upon scientific and research base in the frames of Regulatory Impact Assessment. The main stages of technical regulation adoption in connection with evaluation works are formulated in the paper. |
