The Center for Program and Policy Evaluation (CPPE) has been established in 2004 by expert's team in order to promote and to apply the progressive methods of performance evaluation, results and outcomes evaluation of the public policies and measures implementation, and regulatory impact assessment.

RIA course created by CPPE staff will be part of a new Masters Program in Law March 21, 2009. RIA course will be included as a free elective in the basic academic curriculum of a Masters program "Public law". It was created by CPPE staff (D. Sobol , D. Tsygankov, V. Kolegov, A. Belyaev), who have majored in RIA.
It is the first post-Soviet example of including RIA courts in the academic curriculum in area 030500.68 "Law" and great step in development of Masters Program in Law. Until now a big gap was existed between lawyers of the old school and economists, lawyers and sociologists of new generation. The first group understood RIA only as a part of improving laws’ technologies and monitoring, the other group supported a conversion from idealism of law to lawmaking methods, based on empirical study (evidences).
